18:35City budget and Measure ECouncilmember— so this sort of, um, percentage-based budgeting strikes me as trying to meet a moving target because the amounts of revenues are, are changing year to year.

Policing and public safety: 119 local news articles in 12 months, and at least 20 meetings that took it up.
Articles we found in Oakland's local outlets, Oct 24, 2025 – Oct 23, 2026 · meetings transcribed through Oct 8, 2026, where an official raised the issue, or where the topic was on the agenda · counts of articles we found, not all coverage
* At least: Counted at the bodies whose agenda items the clerk indexes; not counted: Oakland Unified School District Board of Education, Police Commission, Public Safety Planning and Oversight Commission (Measure NN), Public Ethics Commission, Planning Commission, Budget Advisory Commission and 4 more (110 meetings).
How we count
We searched each city's local outlets month by month for each issue and topic. An article counts when two AI readers agree it is about that issue in the city's government, and a third read a sample of what they kept. Paywalled outlets and some papers show fewer pages, so these are the articles we found. More on how we know
