“No, I get that, but what I’m saying is when you look at it over the long period of time, the percentage of complaints you receive is still essentially the same. That hasn’t decreased, is my point, right?”Cindy EliasCommissioner · Police Commission · Apr 8, 2026 · 1:10:23Play at 1:10:23
“Is there a report that we’ll be following, or something— the audit findings in some sort of written fashion that’ll be available to the public as well?”Cindy EliasCommissioner · Police Commission · Jun 17, 2026 · 22:01Play at 22:01
“When you say that the hearing officer makes a recommendation, I know prior what would happen is the commander would look at the file, make a recommendation, and then send it up the chain so that the chief would actually review it and then either concur or disagree and provide the recommended discipline. So is that not happening now?”Cindy EliasCommissioner · Police Commission · Mar 18, 2026 · 44:52Play at 44:52
“I think in the future it may be helpful also to sort of present to us the programs that, you know, like you mentioned, that have been cut but that the department is absorbing to try and alleviate some of the concerns and problems that those programs were aimed to resolve.”Cindy EliasCommissioner · Police Commission · Mar 4, 2026 · 29:18Play at 29:18

How we identify who is speaking · blind check, pooled across five cities: of 340 commission lines drawn, 260 right, 4 wrong, 1 unclear, 75 couldn’t be judged

A meeting missing here means we couldn’t attribute the voice, not that Elias was absent. Claude and Gemini each read every transcript with that day’s roster. A voice gets Cindy Elias’s name only when both agree and a code check finds the name said on, or just before, their turn. Voices our transcripts merge with someone else’s are never attributed, so every count here undercounts what Elias said. For commissions, of 340 lines drawn, 260 were right, 4 wrong and 1 unclear, and the checkers couldn’t judge 75. We have since removed the voices behind 64 of those lines (3 wrong, 0 unclear, the rest we had already held for other reasons). Of the 276 lines we still publish, the checkers could judge 228: 226 right, 1 wrong and 1 unclear (90% lower bound 0.97). They couldn’t judge the other 48. The check is one sample pooled across the five cities, not of Elias or of San Francisco alone.
