Members

Three members are in the running for most talk time (preliminary)

Preliminary: at least 73% of members’ talk time is identified, under the 80% for a full comparison. The three in the running each average 4.4 to 6.6 minutes a meeting, and each could rank first; the data can’t order them.

Minutes a meeting, from the speech we can attribute to each member by voice, over meetings held while they were seated. The bar is the 90% range; the dot is our estimate. Where bars overlap, the data can’t say who talks more.

No, I get that, but what I’m saying is when you look at it over the long period of time, the percentage of complaints you receive is still essentially the same. That hasn’t decreased, is my point, right?”

When you say that the hearing officer makes a recommendation, I know prior what would happen is the commander would look at the file, make a recommendation, and then send it up the chain so that the chief would actually review it and then either concur or disagree and provide the recommended discipline. So is that not happening now?”

“Voice identified” counts the meetings where we could attribute a member’s voice. A meeting missing there means we couldn’t attribute it, not that they were absent.
Attendance

Roll calls at 11 of 23 meetings, through Jul 15, 2026

From the clerk’s own record, listed by seat. This is the official attendance record. It is separate from our voice counts, and we don’t compare members on it.
How the record counts. The clerk's minutes list each member as present, absent or excused at the roll call. Excused means the board voted to excuse the member.
