The talk-time ranking for the Committee on General Welfare is held

Fewer than four members can be compared fairly. Each member’s page has their clips and meetings. The minutes below count only speech we named by voice, so they are floors, not a ranking.

Despite New York City’s reputation as a place of inclusion, LGBTQ+ individuals, particularly transgender and gender non-conforming people, LGBTQ+ youth, and LGBTQ+ people of color remain disproportionately impacted by housing insecurity. Many are forced from their homes due to family rejection. Many face barriers to accessing safe and affirming shelters, and many encounter discrimination when seeking permanent affordable housing.”

I have some questions I think best for DSS as well. First is around LGBTQ older adults. In 2017, a survey of queer older adults, you know, nearly one-quarter of the respondents earned less than 30% of area median income. And nearly 1 in 4 of the respondents reported living in substandard housing, and some even in shelters.”

In one incident, ICE agents were given access to the resident sign-in book. Have you done any follow-up to see what names they were given access to and taken any safety measures for those people?”

“Voice identified” counts the meetings where we could attribute a member’s voice. A meeting missing there means we couldn’t attribute it, not that they were absent.

Attendance

Roll calls at 14 of 16 meetings, through Sep 23, 2026

From the clerk’s own record, listed by seat. This is the official attendance record. It is separate from our voice counts, and we don’t compare members on it.
How the record counts. The clerk's roll call for the meeting. Medical, parental, bereavement, jury duty and conflict are counted as excused; we keep the clerk's own label.
