Family zoning and upzoningMatt DorseySupervisor · Board of Supervisors · Dec 2, 2025 · 1:45:05Colleagues, I’m a strong believer in this map and this legislation. In my view, the Family Zoning Plan is the linchpin of housing affordability strategy that San Francisco needs to survive into the 21st century.Open the meeting at 1:45:05
Homelessness“I don’t know if there would be possible to accelerate that or get sort of a mid-year check-in on where we are with 1174. I will say for, you know, there’s sometimes I represent— this is a part of my district that has really been traumatized by the shelter-in-place hotels.”Matt DorseyMember · Budget and Appropriations Committee · Apr 29, 2026 · 1:25:09Family zoning and upzoning“I see this plan as the minimum we need to do to right the wrongs of decades of stifled housing production. Our existing zoning is not the only barrier, of course, but it is a significant barrier that we must address to meet the needs of our city and to comply with state law.”Matt DorseyMember · Land Use and Transportation Committee · Nov 3, 2025 · 2:28:16“I’m just wondering, is there work that we can be doing with our Medi-Cal beneficiaries on meeting work— satisfying work requirements or re-upping, supporting people to re-up every 6 months so that we can just do a little more, a little extra work that would be penny-wise to keep people on benefits?”Matt DorseyMember · Budget and Appropriations Committee · Apr 8, 2026 · 24:26“Likewise, many advocates from the recovery community I’ve spoken with are comfortable with it. It’s my understanding that SFMMS is also comfortable with it and is prepared to withdraw its opposition to the legislation. All that being said, the final, final wordsmithing is still being done with our city attorney, the mayor’s office, and HSH.”Matt DorseySupervisor · Board of Supervisors · May 12, 2026 · 14:40“…you elaborate any more on what kind of monthly passes and discounts might be available to passengers, or is that something we’re still just working out with Bay Ferry?”Matt DorseyMember · Treasure Island Development Authority · Jun 16, 2026 · 31:07“…we want to have tradespeople who may need to have, you know, trucks for carpentry or locksmiths or painting. Is there going to be accommodations for those folks as well?”Matt DorseyMember · Treasure Island Development Authority · Oct 28, 2025 · 18:09

How we identify who is speaking · blind check, pooled across five cities: of 410 council lines drawn, 352 right, 0 wrong, 1 unclear, 57 couldn’t be judged

We identified Dorsey’s voice at 93 meetings across eight bodies. A meeting missing here means we couldn’t attribute the voice, not that Dorsey was absent. Claude and Gemini each read every transcript with that day’s roster. A voice gets Matt Dorsey’s name only when both agree and a code check finds the name said on, or just before, their turn. Voices our transcripts merge with someone else’s are never attributed, so every count here undercounts what Dorsey said. For councils and their committees, of 410 lines drawn, 352 were right, 0 wrong and 1 unclear, and the checkers couldn’t judge 57. We have since removed the voices behind 110 of those lines (0 wrong, 1 unclear, the rest we had already held for other reasons). Of the 300 lines we still publish, the checkers could judge 268: all 268 right (90% lower bound 0.99). They couldn’t judge the other 32. The check is one sample pooled across the five cities, not of Dorsey or of San Francisco alone.
