HomelessnessShamann WaltonSupervisor · Board of Supervisors · Dec 16, 2025 · 2:10:02Colleagues, I’m also requesting a fiscal and policy analysis regarding the anticipated expiration of federal emergency housing voucher funding and broader instability in housing choice vouchers, Section 8 resources, and the potential role of the City and County of San Francisco in preventing displacement and homelessness through local investment from the Controller’s Office and the BLA.Open the meeting at 2:10:02
“This is a theoretical framework that will achieve nothing that puts us in line with meeting state goals, and it most certainly will not put us in line with addressing the housing crisis that we have here in San Francisco.”Shamann WaltonSupervisor · Board of Supervisors · Dec 2, 2025 · 2:24:47“I’m definitely supportive of this legislation. I don’t think it goes far enough. Obviously, yes, we’re concerned about emergency response, traffic flow, etc. But I just could imagine being stuck in one of these things and not having the ability to, to get out.”Shamann WaltonSupervisor · San Francisco County Transportation Authority Board · Jul 14, 2026 · 18:00“I do have a couple of questions for our controller through the chair. The first one is, what is the projected budget deficit for the upcoming fiscal year?”Shamann WaltonSupervisor · Board of Supervisors · Dec 9, 2025 · 37:15“So first of all, I just want to say that this legislation provides much-needed flexibility for businesses while maintaining the city’s commitment to responsible land use planning and public safety.”Shamann WaltonMember · Land Use and Transportation Committee · Jun 29, 2026 · 6:10

How we identify who is speaking · blind check, pooled across five cities: of 410 council lines drawn, 352 right, 0 wrong, 1 unclear, 57 couldn’t be judged

We identified Walton’s voice at 94 meetings across four bodies. A meeting missing here means we couldn’t attribute the voice, not that Walton was absent. Claude and Gemini each read every transcript with that day’s roster. A voice gets Shamann Walton’s name only when both agree and a code check finds the name said on, or just before, their turn. Voices our transcripts merge with someone else’s are never attributed, so every count here undercounts what Walton said. For councils and their committees, of 410 lines drawn, 352 were right, 0 wrong and 1 unclear, and the checkers couldn’t judge 57. We have since removed the voices behind 110 of those lines (0 wrong, 1 unclear, the rest we had already held for other reasons). Of the 300 lines we still publish, the checkers could judge 268: all 268 right (90% lower bound 0.99). They couldn’t judge the other 32. The check is one sample pooled across the five cities, not of Walton or of San Francisco alone.
