Head tax and budget revenue“I mean, the list just goes on and on. We have a lot of positions that are vacant that could be possibly bringing revenue into the City of Chicago, and I think those positions should be of the highest priority knowing that we have a budget deficit.”Anthony BealeMember · Committee on Budget and Government Operations · Jul 16, 2026 · 3:30:29“I’m, I’m glad you hit on that. Knowing that we’re looking at 61 units that are going to be HUD, correct?”Anthony BealeMember · Committee on Finance · Sep 22, 2026 · 1:17:46“We’re not talking about $40 million, I’m talking about the revenue. I’m talking about the revenue, not the— you all decided to pay the $40 million to buy your way into the city of Chicago. That’s what the $40 million was.”Anthony BealeMember · Committee on Workforce Development · Jun 24, 2026 · 1:46:02“Whose job is it to notify the state that the city was open for business to accept VGT licenses here in the city of Chicago? Whose job is that?”Anthony BealeMember · Committee on Budget and Government Operations · Apr 27, 2026 · 2:33:33“There’s some areas in this city that have 20 to 30 machines in a gas station. That’s a mini casino operating illegally that we’re not getting a dime from.”Anthony BealeAlderperson · City Council · Jun 17, 2026 · 4:41:51“So How do you all spend money that you want us to approve without our knowledge? Help me understand that.”Anthony BealeMember · Committee on Finance · Jun 25, 2026 · 2:12:35

Places are drawn at the centre of their own boundary in the city’s Boundaries - Community Areas file (City of Chicago Data Portal). A dot says the place was named, not where Beale was or what was said about it.

How we identify who is speaking · blind check, pooled across five cities: of 410 council lines drawn, 352 right, 0 wrong, 1 unclear, 57 couldn’t be judged

We identified Beale’s voice at 37 meetings across five bodies. A meeting missing here means we couldn’t attribute the voice, not that Beale was absent. Claude and Gemini each read every transcript with that day’s roster. A voice gets Anthony Beale’s name only when both agree and a code check finds the name said on, or just before, their turn. Voices our transcripts merge with someone else’s are never attributed, so every count here undercounts what Beale said. For councils and their committees, of 410 lines drawn, 352 were right, 0 wrong and 1 unclear, and the checkers couldn’t judge 57. We have since removed the voices behind 110 of those lines (0 wrong, 1 unclear, the rest we had already held for other reasons). Of the 300 lines we still publish, the checkers could judge 268: all 268 right (90% lower bound 0.99). They couldn’t judge the other 32. The check is one sample pooled across the five cities, not of Beale or of Chicago alone.
