TIF districts“For example, the Hall Library, because it is a public facility, was basically a discussion between 2FM, PBC, and my office about the need to do that library. And TIF funds are being authorized from that TIF to fix that library.”Pat DowellChair · Committee on Finance · Sep 14, 2026 · 2:23:42Play at 2:23:42
Pensions and the CPS loan“I, I don’t think it’s a community benefits. I think they’re calling it a community benefits fund in the document in order to, um, have that money directed to the city. But the money, when it comes to the city, is being directed to the pension fund, which would be in our budget.”Pat DowellChair · Committee on Finance · Sep 24, 2026 · 1:41:31Play at 1:41:31
TIF districts“Regarding— I want to say something about the podium. The podium structure and integrated parking garage, while it is unconventional for a TIF request, is the key to unlocking the potential for this 62-acre site that has sat fallow for almost the same amount of time, at least 40 years, 60 years, I’ve been told.”Pat DowellAlderperson · City Council · Jul 15, 2026 · 2:51:50Play at 2:51:50
Casino“The other question I have is, I noticed when Bally’s gives a presentation on the casinos, um, that the Rockford casino is never part of the mix.”Pat DowellMember · Committee on Contracting Oversight and Equity · Jan 22, 2026 · 1:14:46Play at 1:14:46
Head tax and budget revenue“You know, we’re always thinking about new revenue sources. If you have an electric vehicle, uh, you don’t pay taxes for when you go to the charging stations.”Pat DowellMember · Committee on Budget and Government Operations · Nov 12, 2025 · 39:01Play at 39:01
“Would you speak to that? It just seems to me that the reserve number is low for this kind of building, given the, uh, the fact that it’s an old school and you’ve got common areas.”Pat DowellChair · Committee on Finance · Sep 22, 2026 · 1:24:47Play at 1:24:47
“All right, now you know that there’s been talk about, um, some folks not liking how, uh, Keith Pettigrew was selected to be the CEO of CHA. Do you have an opinion about how that vote went?”Pat DowellMember · Committee on Housing and Real Estate · Oct 8, 2026 · 1:02:28Play at 1:02:28

How we identify who is speaking · blind check, pooled across five cities: of 410 council lines drawn, 352 right, 0 wrong, 1 unclear, 57 couldn’t be judged

We identified Dowell’s voice at 74 meetings across eight bodies. A meeting missing here means we couldn’t attribute the voice, not that Dowell was absent. Claude and Gemini each read every transcript with that day’s roster. A voice gets Pat Dowell’s name only when both agree and a code check finds the name said on, or just before, their turn. Voices our transcripts merge with someone else’s are never attributed, so every count here undercounts what Dowell said. For councils and their committees, of 410 lines drawn, 352 were right, 0 wrong and 1 unclear, and the checkers couldn’t judge 57. We have since removed the voices behind 110 of those lines (0 wrong, 1 unclear, the rest we had already held for other reasons). Of the 300 lines we still publish, the checkers could judge 268: all 268 right (90% lower bound 0.99). They couldn’t judge the other 32. The check is one sample pooled across the five cities, not of Dowell or of Chicago alone.
